Sure if that's how you interpret it. To me, Zephyr is simply wondering what they were in their past life, and he wonders whether she is the same way in his current life. To me it seemed very clear to me he holds no more love for her in his current life. In fact the first thing he did after she tried to seduce him is grab her face to shut her the fuck up, and a few minutes later he goes up a few steps and CRACKS Altair. Afterwards he silently declares she is the reason he would go back, and he will ALWAYS CHOOSE Altair bro the signs are right there

Zephyr met Ned's sister before he met Altair, Zephyr literally wants to kill Ned's sister for betraying him in his old life. I don't know what you understood from that chapter, but he hates her and he's just curious why she betrayed him, that's all. At no point does it appear that Zephyr still has feelings for her other than feelings of killing her.
